Dear neighbors: I am holding the June 5B05 single member district meeting for 2015 on Monday, June 8, at 6:30 PM at Turkey Thicket Recreation Center. I will review current issues facing the single member district, particularly zoning, development and liquor license applications, and look for input for residents in 5B05.This the last meeting prior to a two month break - there will be no meeting for 5B05 in July or August, unless I call a special meeting. The next regular 5B05 meeting will be on September 14, 2015.

May meeting

Dear neighbors: I am holding the May 5B05 single member district meeting for 2015 on Monday, May 11, at 6:30 PM at Turkey Thicket Recreation Center. An officer from the 4th District should joining us to give a crime report. I will be asking about parking enforcement. Next steps in using the resolution in opposition to the Douglas Development/818 Michigan Ave. will be discussed.

April meeting

Dear neighbors: I am holding the April 5B05 single member district meeting for 2015 on Monday, April 13 , at 6:30 PM at Turkey Thicket Recreation Center. Representatives from Douglas Development will respond to community input on their parking garage project at 818 Michigan Ave. A resolution on this matter will also be entertained. I am seeking input on this resolution. Please attend and invite your neighbors. Ms. Stanley, from GSA and the community liaison for the Brookland Middle School, will present a public art project associated with the school.

The March single member district for 5B05 is on Monday, 3/9/15, from 6:30 to 8:00PM at Turkey Thicket Recreation Center. Sgt Radon will give a community crime report. Mr. Sevan Topjian will present concerning his matter of right development in the 1000 block of Perry St. NE. Mr. Corey Griffith of Douglas Jemal Deveopment Corp. LLC will present on the projected development for the former Tenleytown Trash site. Please come out for this important community meeting. January 5B05 meeting

Dear Neighbors: Here are my notes from the meeting of last Thursday, 1/22/15 The January, 2015, meeting of Single Member District 5B05 was opened by Commissioner Feeley at 6:35 PM on Thursday, January 22. Sgt. Raphael Radon gave a crime report concerning the Fifth District area PSA 504 and clarified several points concerning 911 calls and parking issues. Several residents expressed concerns about suspicious activity within the smd (single member district. Unknown persons were reported to be waiting on side streets and bags appeared to be delivered to and from these cars. Residents were encouraged to take license plate numbers and report this activity to 911. Residents were also encouraged to report this activity to the Fifth Distruict Vice Unit (Lieutenant Ramey Kyle, 202 698 0658). Fifth District officers are patrolling the neighborhood but have staff limitations. Turkey Thicket, west of 10th street, is patrolled by the Fourth District. Residents can text message the Sergeant. Cars parked in bus lanes should be reported to Parking Enforcement (202 673-6833). Thefts from autos continues to be a problem in the Ward. Thieves have many ways of breaking into parked, locked cars but be careful to lock your vehicle. Report suspicious activities around house renovation sites. Material and tool thefts are being reported. Burglaries are a current concern and residents are advised to use light timers and leave televisions on. This makes your house less likely to be burgled. E-mail Sgt. Radon if you are going on vacation (Raphael.radon@dc.gov). He will have your street patrolled in your absence. Anna D’Orazio shared a proposal with residents concerning the new Junior High, adjoining Turkey Thicket Recreation Center. She and fellow homeowners encourage the Junior High design team to make student drop off occur off of Michigan Avenue. Jackie Stanley (DC Department of General Services ) has committed to comment on this plan at the 5B05 February meeting (2/9/15, 6:30, Turkey Thicket Recreation Center) Jack Hogan and other 10th Street and Shepherd street residents are seeking residentially zoned parking at all times on their streets. All are encouraged to attend the February meeting of Michigan Park Citizens (2/2/15, 7:00, Bunker Elementary) at which the Director of Transportation will speak and take questions from the community. Mr. Tony Fitzgerald reported the need for sidewalk repairs in front of 4001 9th Street, near 9th and Randolph. The commissioner, John Feeley, shared the following developments related to development and demolition in and near the smd: 1. Attention should focus on the Metro/MRP/CAS Reigler development. Development delayed for 5 years. And the upcoming PUD hearings, considering the August ruling in the Court of Appeals concerning the 901 Monroe St. LLC PUD. 2. Nothing from Jemal Corp. as of yet except the demolition permit 1. Metro Development: article on Brookland Metro Washington Business Journal, Aug 18, 2014 Brookland/CUA Metro development, by Niebauer Metro has selected a joint venture of MRP Realty and the CAS Riegler Cos. to develop two parcels immediately east of the Brookland-CUA Metro station with 280 residential units and 9,000 square feet of retail. The project must also include a new, 35-space Kiss and Ride lot.MRP proposed 150 units in a north building and 130 units to a south building. Roughly 2,000 square feet of retail would front the new Kiss and Ride lot, and 7,000 more square feet would be located in the main building between Michigan Avenue and Bunker Hill Road. Metro will now turn its attention to hammering out a development agreement with the selected team. Construction, August ruling in the Court of Appeals concerning the 901 Monroe St. LLC PUD. Niebauer, Washington Business Journal, 9/2014 The appeals court ruling remands the PUD to the zoning panel for further review, to decide whether the project is too dense for the community, to address the policy that requires protection of existing homes on the site, and “to determine whether, in light of the commission’s conclusions on these issues, the commission should grant or deny approval of the project.”But this case is larger than the incredibly divisive 901 Monroe St. NE. When the court remanded the Brookland case the first time, it ordered the commission to “make findings and related conclusions of law on three specific topics.” Per the court, when the commission got its hands on the PUD, it asked the developer to “draft a proposed order making the findings, determinations, and explanations required by this court.” 2. In my desire to establish a regular meeting schedule for the constituents of 5B05 I neglected to check my calendar carefully for this month. Regular Community Meetings

Dear Constituents: I propose that community meetings for our Advisory Neighborhood single member district be held on the third Monday of each month at 6:30 PM. I intend to hold these meetings at Turkey Thicket Recreation Center. I will announce them on the Brookland list serve and post flyers near the Metro station and on 10th Street near the recreation center. Mr. Topjian of Brookland Homes has presented his proposal and seeks a letter of support. He will be there to answer questions on this matter. A vote will be taken on a letter of support for this variance. All concerned citizens should attend.

The meeting will also offer opportunities for residents to voice specific concerns impacting the district.

The March meeting for single member district 5A06 will be held on March 21, the third Monday, this month. We will meet at 6:30 at the Turkey Thicket recreation Center. The agenda will include neighborhood watch/ police reports, new developments on 10th Street and Casey Trees Turkey Thicket Project.

The set down for the Col. Brooks PUD is being held on the 14th, at 6:30 PM. All Zoning Board Meetings and Hearings are held on the Second Floor in Room 220 South at

WERE YOU AWARE????

1) A 6-9 story, 215-230 apartment building is being proposed for the block surrounding The Col. Brooks Tavern located in 5A07**?

2) The developing team wants to build approximately 215-230 apartment units with ground floor retail and approximately 120-135 below-grade parking spaces? (It is still unknown how many occupants per unit.)

3) The apartment building will be located along Monroe Street, NE between 9th and 10th Streets; down 9th Street NE to Lawrence Street and up back alley of 10th Street, NE to Monroe, Street, NE?

4) The development group seeking approval of this project is called the “901 Monroe Street, LLC.” The 901 Monroe Street members are Jim Steigman, owner of The Colonel Brooks Tavern/Island Jim’s; Bo Menkiti, CEO/The Menkiti Group and Horning Brothers. These three joined together and formed an entity to develop this project?

5) This group intends to file their development application with the DC Zoning Commission ten (10) days from November 5, 2010?

FULL COMMUNITY INVOLVEMENT IS NEEDED

Our 5A07 community and all Brookland residents must meet and immediately discuss this very important development. Our entire neighborhood will be impacted. We must discuss what this project will mean to our neighborhood, our property and our quality of life.

Consider impact on: traffic, parking, construction, height of building, number of residents, litter, pollution/environment, green space, congestion, retail, crime, night life, overall character of neighborhood, etc.

Charles Drew Bridge

Dear Neighbors: I received this concern this week. - John J. Feeley, Jr.

Dear ANC 5A Commissioners,


I am writing to commissioners who have listed email addresses on the ANC 5A website regarding what I perceive to be the poor condition of the Charles Drew bridge. Every time I have to drive over it, I feel concerned. One rainy Sunday in September I sent an email to councilmembers who have any oversight connection to transportation, to the Council Transportation chief of staff and to DOT Director Klein.


Here is the email that I sent:


"I am writing about the condition of the Charles Drew Bridge on Michigan Avenue, NE, over the railroad and Metro tracks. The bridge does not look to be in good condition, and I feel concerned about its safety. Had we not seen the collapse of other bridges around the country, I might not be alarmed. However, I know that many of us who go across that bridge frequently would welcome its repair and strengthening.


In the last couple of weeks we've seen sidewalk work in our neighborhood that almost looks like makework. At the same time, to my knowledge, no serious attention has been given to the well-traveled Drew Bridge. Repairing that bridge would respect the memory of Dr. Drew and improve safety for citizens who cross the bridge. President Obama recently announced support for infrastructure projects. The repair of the Drew bridge is an infrastructure project calling for attention in our long under-served neighborhood.


I and many neighbors request that you who have an oversight connection to transportation and infrastructure please inspect the bridge for its safety conditions and, hopefully, prioritize it for upgrading. I welcome any responses you have.


Thank you for your consideration."


I received a reply from Director Klein that evening stating: "I am not aware of safety issues or any structural concerns with this bridge. Having said that, let's get the latest rating information from our bridge team so we all know the latest assessment. We look at all bridges every 2 years btw." Terry Bellamy of DOT followed up with this: "I am asking our SBM team to investigate and make necessary cleaning. I am also directing our Bridge Engineer for a structural rating update on the structure."


Councilmember Thomas wrote that he "would continue to follow up with the director re these concerns." I was copied on an email from Councilmember Catania to Director Klein asking to be kept informed about the bridge. A month or so has passed since I first contacted them, and I want to follow up. As I was thinking about it, it occurred to me that you ANC commissioners ought to be informed of my exchange and the fact that some of my Ward 5 friends and neighbors are concerned about the bridge.


I had occasion to run into Charlene Drew Jarvis, and I told her about our concerns and contacts with councilmembers and DOT, and she said she would follow up.


I hope that some of you and your constituents share concern about the Drew bridge, and I'd be happy to follow up with any of you.
